Samer Arab, MD

Dr Arab is a board-certified family physician with obstetric fellowship training. He graduated from the medical school of Jordan University of Science and Technology, Jordan, and completed two years of general surgery at Baylor College of Medicine and New York Medical College before finishing his family practice and obstetrics training at UT Southwest, Austin, Texas.

Dr. Arab currently serves as Chief of Staff at Frio Regional Hospital. Dr. Arab's training makes him a well-rounded physician who can handle all of your family care needs, including obstetrics and women's health and care of pediatric, adolescent, adult and geriatric patients.

Elva A. Camero, MD

Dr. Camero is originally from south Texas. She graduated from the Medical College of Wisconsin in 1985 and completed her residency in family medicine in McAllen. Dr. Camero was affiliated with the UT Health Science Center at San Antonio from 1991 to 1994.

Oscar Garza, MD

Dr. Garza grew up in Encinal. He graduated from Cotulla High School and enlisted in the U.S. Navy. He served on active duty for five years and in the Naval Reserves for six years.

Dr. Garza received a BA in biology with a minor in chemistry from Texas A&M University in Kingsville. He later received his medical degree from the Medical College of Wisconsin in Milwaukee. He then completed a three-year residency in family medicine at the Texas Tech University Health Science Center in Lubbock. He has been in practice at the Family Medicine Clinic in Pearsall since 1988.

Dr. Garza serves as the vice Chief of Staff at Frio Regional Hospital. He also serves as a clinical instructor with the University of Texas Health Science Center in San Antonio.

Muhammed B. Khan, MD

Dr. Khan is a board-certified internist specializing in the care of adults with diverse medical problems of internal organs. He diagnoses and helps patients manage complex medical problems, such as diabetes, hypertension, hyperlipedemia, heart failure, emphysema, asthma and complex metabolic issues.

Dr. Khan attended medical school at the Khyber Medical College in Peshawar, Pakistan. He completed his internship and residency in internal medicine in Brooklyn. He is a member of the Texas Medical Association.

Dr. Khan has vast experience in both outpatient and inpatient care. He has been working in the emergency room for more than 15 years, and this experience gives him the added advantage of seeing patients with acute medical problems like chest pain, acute abdominal pain, stroke, infection of different organ systems, traumatic injuries and all other conditions which need emergency care.

Jose I. Sosa, MD

Jose I. Sosa, MD, has been part of Frio Regional Hospital medical staff and our community since March 1999.

He attended St. Mary's University in San Antonio, UT College of Pharmacy in Austin, and then went on to receive his medical degree at the Universidad de Nuevo Leon in Monterrey, Mexico, in 1992. From 1993 to 1997 he did his family practice internship and residency at Texas Tech University School of Medicine.

His practice is located at 151 Medical Drive. Please come by and see him for all your family medical needs.

Valentine C. Ugwu, MD, FACOG

Dr. Ugwu's specialties include obstetrics and primary care.

Dr. Ugwu attended medical school at Nnamdi Azikiwe Univeristy, Nigeria. He is working on his MBA at the University of Texas, San Antonio. 


Dr. Ugwu is a fellow of the American College of Obstetricians and Gynecologists and a board-certified member of the American Board of Family Medicine. 


Dr. Ugwu is married and has one son. He is interested in women's health, health informatics and health administration. He also loves soccer, chess and Scrabble.

Harold Campbell, MD, MPH

General Surgery

Dr. Campbell is originally from Louisiana and graduated from Louisiana Tech University with a B.A. in French Language and Literature. During undergraduate school, he studied for one year at Université de Paris in France. He then earned a Master of Public Health in International Health and Development at Tulane University School of Public Health and Tropical Medicine. After graduate school, he completed medical school and a general surgery internship, both at Louisiana State University Health Sciences Center in New Orleans, LA. His general surgery residency was completed at Mountain Area Health Education Center in Asheville, NC.

Dr. Campbell is a general surgeon at Frio Regional Hospital. He has excellent training in laparoscopy and practices broad-based general surgery including hernia, gallbladder, colon, breast, thyroid, skin cancer, low risk bariatric, some vascular, and some gynecologic procedures among others. On a personal note, Dr. Campbell enjoys running, traveling, and spending time with his beautiful family: wife, daughter, and son.

Robert P. Green Jr., MD, MA, FACS

Robert P. Green Jr., MD, MA, FACSOphthalmology

Dr. Robert P. Green Jr. joined the staff of Ophthalmology Associates in October of 1992. He retired from the U.S. Air Force after serving nearly 23 years of active duty. At the time of his retirement, Colonel Green was Chief of the Ophthalmology Branch for the Armstrong Laboratory at Brooks Air Force Base. He was an active flight surgeon with over 500 flight hours and had served as a consultant in ophthalmology to the USAF Surgeon General since 1985. He received the Legion of Merit and the AF Commendation Medals.

As the son of an Air Force flyer, Dr. Green was born in Indianapolis, Indiana, and lived in a variety of locations. He received an A.B. degree from the College of the Holy Cross, in 1968, and a Master's degree (M.A.) from the University of Texas, in 1970, majoring in English literature. In 1978, he received his Doctor of Medicine degree from Southwestern Medical School in Dallas. He completed a flexible internship at David Grant USAF Medical Center, Travis AFB in California in 1979 and a residency in ophthalmology at Wilford Hall USAF Medical Center in San Antonio in 1983.

Dr. Green is the author or co-author of 26 publications and has made 51 scientific presentations. He is an Assistant Professor in the Department of Surgery at the Uniformed Services University of the Health Sciences in Bethesda, Maryland and a Clinical Assistant Professor at the University of Texas Health Science Center in San Antonio. Dr. Green is a Fellow of the American Academy of Ophthalmology and a Fellow of the American College of Surgeons. He is a Diplomate of the American Board of Ophthalmology. He is a member of numerous other medical associations and societies, including the Texas Medical Association, and the Bexar County Medical Society. In 1989, Dr. Green was named Texas Physician/Scientist of the Year by the Air Force Association. He was president of the San Antonio Society of Ophthalmology for the year 2005–2006.

Dr. Green is a general ophthalmologist with broad experience in many areas, including cataract surgery, oculoplastic surgery, glaucoma, diabetes, refractive surgery, pediatric ophthalmology, and eye trauma. He uses the latest techniques in cataract surgery, such as foldable intraocular lenses, toric intraocular lenses, bifocal intraocular lenses, and phacoemulsification of the cataractous lens. Dr. Green has a special interest in ocuplastics surgery of the eyebrow, eyelids, and adnexae. Dr. Green has closely monitored the development of refractive surgery to reduce the need for glasses or contact lenses. He has evaluated the many techniques and variations in these techniques through the years. He is well-trained and has successfully performed radial keratotomy (RK), astigmatic keratotomy (AK), and photorefractive keratectomy (PRK). Dr Green studied in Berlin with Dr. Theo Seilor, one of the pioneers of Refractive Laser Surgery.

Dr. Green is an avid golfer but also enjoys swimming, skiing, squash, dancing, and music.

Gastroenterology is a specialty that encompasses a wide variety of pathology and organ systems. I have a special interest in endoscopic procedures.
